Neodesha, a quaint town in Kansas, is taking significant steps to reverse its declining population and outdated housing supply. With a population of approximately 2,100, Neodesha has faced challenges for years, particularly following the closure of its Standard Oil refinery in 1971, which halved the population overnight. Now, the town is offering a series of enticing incentives aimed at attracting new residents and revitalizing the community.
Located about 100 miles from Wichita, Topeka, and Tulsa, Oklahoma, Neodesha is rich in history, notably marked by its 65-foot-tall tower that once supported the drilling framework for the first commercial oil well west of the Mississippi River. However, the town has struggled with population retention and housing issues for decades. In an effort to combat these challenges, Neodesha has unveiled a comprehensive plan to draw newcomers by waiving state income tax through 2026, offering property tax rebates, and providing assistance with childcare costs for working parents.
In addition to these immediate financial incentives, Neodesha has also implemented programs to support education and career growth for new residents. The Neodesha Promise scholarship program allows qualifying individuals to access up to $15,000 in student loan repayment assistance and covers tuition at participating colleges, vocational schools, and associate degree programs nationwide.
Since partnering with MakeMyMove, a relocation marketplace that connects potential residents with local resources, Neodesha has seen more than 30 individuals expressing interest in moving to the town. Evan Hock from MakeMyMove emphasized that while financial incentives are attractive, they are not the sole reason people choose to relocate.

According to Hock, factors such as affordability and community connection play a crucial role in attracting new residents. He noted that individuals are increasingly looking for quality of place and a sense of belonging in their new communities.
"Affordability is key," he said, "but community also plays an important role."
The combination of financial incentives and the promise of an engaged community is designed to create an appealing environment for families and young professionals. Ben Cutler, who has helped implement the scholarship program, stated,
"We've awarded over $1 million in scholarships, and I feel like we are helping the community and making some real progress."
Cutler emphasizes the importance of community-building efforts to make Neodesha more attractive to young families.
"One of my key focuses was helping build the community, to help in any way I could to make Neodesha a more attractive community for young families," he said. "I think we're making some real progress in that regard — I certainly hope so anyway."
The town is not only focusing on attracting new residents through incentives but also improving its infrastructure. Plans are underway for the construction of hundreds of new homes, apartments, and duplexes. Additionally, Neodesha is developing retail and commercial spaces while renovating historic buildings on Main Street. These initiatives aim to create a vibrant atmosphere conducive to growth and community engagement.
Kaitlyn Sundberg, who relocated from Southern California with her husband and two dogs 18 months ago, serves as the executive director of the new early learning center in town. Her experience underscores the challenges and rewards of moving to Neodesha.
"Being away from family is the hardest part," she admitted.
Despite this challenge, Sundberg recognizes the potential for community development and is optimistic about the town's future.
Mayor Devin Johnson echoed the sentiment that many small towns face similar issues regarding population decline. He emphasized the need for strategic measures to enhance Neodesha's appeal.
"We've got to cherish what we've got but make sure we make Neodesha an attractive place for people to come," Johnson stated.
As Neodesha embarks on this ambitious journey towards revitalization, it aims not only to increase its population but also to foster a sense of belonging among its residents. The town’s proactive approach shows promise in making it an inviting place for newcomers seeking both financial benefits and a supportive community environment.
