Chicago Woman Arrested During ICE Operation Amid Protests

On May 22, 2020, at the request of U.S. Border Patrol agents, Chicago police arrested Deborah Brockman—a Chicago resident and U.S citizen, known as “Debbie Brockman.” This arrest was made on a localized ICE enforcement operation. Brockman had been accused of assaulting a member of a federal law enforcement agency. She reportedly threw things at a Border Patrol truck throughout the encounter. A second arrest, a man whose name has not been made public, was made with her, but not of her.

The physical confrontation came as a dramatic national story had been brewing in the past week over ICE protests. Witnesses reported that several violent agitators employed vehicles to obstruct and assault federal officers attempting to carry out their duties. Local resident Nancy Molden witnessed the arrest and reported her alarm over what was happening in front of her.

“That was the most frightening thing I have seen in Chicago, living here 20-odd years,” – Nancy Molden.

The shooting was viewed as a response to ongoing ICE enforcement actions occurring in the city. While these operations have all triggered large public outcry and nationwide protests, Tricia McLaughlin, a Border Patrol spokesperson, claimed that agents were just enforcing routine operations. Out of nowhere, multiple threatening rioters took their cars and attempted to ram them into the agents in an effort to stop and hurt the federal law enforcement officers.

Brockman’s moves came under the shadow of a federal judge in Chicago’s temporary restraining order against here on Friday. This order explicitly forbade federal agents from using violent tactics to quell recurring protests against an escalation in immigration enforcement. Those legal acts were intended to protect the rights of protesters while placing appropriate responsibilities on law enforcement.

During the arrest, Brockman reportedly threw multiple objects at the Border Patrol vehicle, prompting a swift response from law enforcement officials. She also claims the male “suspect” arrested with her was immediately cuffed. He was then thrown in the back of a police car while the events unfolded.

The incident underscores the growing tensions surrounding immigration policy and law enforcement practices in urban areas, particularly in cities experiencing high levels of protest activity. Fleets and policymakers are working hard to help fleets get through these challenges. Incidents such as this one raise important questions over how civil rights should inform and constrain federal enforcement operations.
