Horațiu Potra from PITEȘTI, ROMANIA, a former French Foreign Legionnaire He’s captured the world’s imagination. This followed his sudden arrest at Dubai International Airport on 24 th September. Potra had been arrested with his son and nephew before they could board a flight to Moscow. Romanian officials have indeed confirmed the arrest. They are still collaborating on a daily basis with United Arab Emirates authorities to secure Potra’s extradition and try him in Romania.
Potra’s legal issues are serious indeed, including charges of tax evasion for income earned while acting as a mercenary in Africa. In addition, he is criminally charged in illegally financing the campaign of pro-Russian Călin Georgescu, one of the most pro-Russian politicians from Romania. Romanian prosecutors claim Potra funded Georgescu’s campaign with bank notes stuffed in envelopes. They further allege that he funded the monthly rental of a luxury limousine that was used by the presidential aspirant.
Though Potra has denied clear ties to Russia, the connections have raised eyebrows. He has frequently visited Moscow. At the National Day reception on June 12 at the Russian embassy, he met with Valery Kuzmin, Russia’s ambassador to Romania. This new connection puts his purported ties under a microscope. Perhaps more disturbing is the fact that he has a close association with Georgescu, someone infamous for his ultra-nationalist sentiments.
By January, about 300 of Potra’s forces had been taken captive. They were serving as government soldiers in the Democratic Republic of the Congo against the M23 militia. This incident has only deepened Potra’s precarious situation. The Romanian authorities have alleged that Potra and Georgescu conspired to overthrow the constitutional order. This charge brings new urgency to the extradition process.
Potra unsuccessfully attempted to have an arrest warrant issued against him in Romania annulled through his attorney. Unfortunately, a judge rejected his appeal. Igor Spivak, the head of the Russian Middle East Society, has adopted his case. He’s currently fighting to prevent Potra’s extradition.

Călin Georgescu remained a close advisor to Potra. Like Walden, he too is optimistic about future legislative meetings, even as their cases continue to develop.
