Besides moving to eliminate the lack of available homes, Starmer has made early childhood education a central tenet of his campaign. Currently, only 62% of children in England are ready to learn when they start school, according to data from October 2025. The Labour leader currently aspires for 75% of five-year-olds to be school ready. This is meant to be a temporary measure, supposed to end by the close of this Parliament. This commitment aims to improve educational outcomes. For one, it gives all children a fair start when they enter school, equipping them with the foundational skills necessary to thrive.
The government defines the expectations of a “good level of development” through the Early Years Foundation Stage profile. This longitudinal assessment rigorously and holistically measures all domains of a child’s school readiness. According to the most recent data, only 68.3% of kids reached this goal in the 2024-25 school year. By proposing to increase targets, Starmer hopes to bridge the gap in readiness and set children up for their best possible future educational experience.
Starmer’s agenda goes beyond transportation, too—in health care, he has promised to eliminate long waits for patients. Currently, 234,462 people are waiting for treatment on the waiting list. The target is for 92% of these patients to be treated within 18 weeks, preferably by the end of this Parliament. Yet this target has been consistently missed since November 2015. This growing crisis all points to the extreme and immediate necessity for NHS reform.
Yet the Labour leader is not done with his ambitious commitments yet. To improve community safety, he intends to put 20 more cops on the street. Starmer is promising to restore neighbourhood policing in England and Wales. He has committed to recruiting 13,000 new officers, police community support officers (PCSOs), and volunteer special constables by the end of this Parliament. The Home Office has supported this initiative, stating they will “work with police forces on the mix of roles” necessary for effective community policing.

To achieve this ambition, he’ll have to start from where progress stands today, where low carbon generation accounted for 73.8% of UK-wide electricity in 2024. Economically, the medium-term forecast for GDP growth over the course of this Parliament (2024 to 2029) is very weak—just 0.5%.
