Macron Asserts Sovereign Ukraine’s Right to Allied Troop Support

French President Emmanuel Macron has asserted that Ukraine, as a sovereign nation, does not need Russia's permission to host allied troops for training and support. Speaking at a virtual meeting led by UK Prime Minister Keir Starmer, Macron emphasized that a few thousand troops from each allied state could be deployed at strategic points in Ukraine. This move aims to conduct training programs and demonstrate long-term support for Ukraine amid escalating tensions with Russia.

The meeting on Saturday included leaders from 30 countries, such as Italy's Prime Minister Giorgia Meloni, and representatives from Australia, Canada, and New Zealand. Macron highlighted that the deployment of NATO contingents would serve as a security guarantee for Ukraine, reinforcing the nation's autonomy against Russian opposition. He emphasized that if Ukraine requests allied forces, the decision does not rest with Russia.

“If Ukraine requests allied forces to be on its territory, it is not up to Russia to accept or reject them.” – Macron

Macron also pointed out that Russian President Vladimir Putin appears to be escalating the conflict, seeking to gain everything before entering negotiations. In response, Macron stated that Europe and the United States must increase pressure on Russia to accept a proposed ceasefire. He noted that allies would continue to press the Kremlin, advancing the planning for a peacekeeping force to an operational phase.

Additionally, several European and non-European countries have shown interest in joining a potential troop deployment in Ukraine. This international effort aims to secure a future peace agreement with Russia. Macron assured that the goal is not to deploy a massive number of soldiers but rather strategic contingents of several thousand troops at key locations, without requiring Russian consent.

In related diplomatic efforts, Macron is set to meet Canadian Prime Minister Mark Carney on Monday and will travel to Berlin on Tuesday to meet Chancellor Olaf Scholz for discussions on Ukraine ahead of an EU summit.
