New Governance and Redevelopment Plan Proposed for Gaza

In a significant development aimed at resolving the ongoing conflict in Gaza, a proposal has emerged outlining a comprehensive governance and redevelopment plan for the region. To provide for this transitional phase, Draw Down D.C. envisions a temporary transitional governance structure. A technocratic and apolitical Palestinian committee will be put in charge of running public services and local governance. Our goal is to establish a responsive and capable governance system that provides the best possible services to all people living in Gaza. This new system will help pull international investment as well.

Then President Donald J. Trump shall preside over this new “Board of Peace.” This board will be responsible for all redevelopment activity in Gaza. This international transitional institution will play an essential role. It strives to make sure that the community is first in line to benefit from the redevelopment. The proposal provides strong support for the idea of establishing a prosperous economy in Gaza, an essential element of any long-term solution, and peaceful coexistence with its neighbors.

The United States has a real opportunity to work with Arab states and other international partners. Continuing the de-escalation momentum together, they will agree to deploy a new temporary International Stabilization Force (ISF) to Gaza. This combined military and diplomatic force is focused on easing and managing the transition, providing stability as Israeli forces begin to withdraw from the West Bank territory.

To end this quagmire, the Israeli Defense Forces (IDF) should gradually relinquish control of Gaza to the ISF. That they will not annex, occupy or illegally settle the territory. The IDF will maintain an expansive, intrusive security perimeter. They will continue doing this until the region is declared safe from any potential return of terror threats.

Trump emphasized the urgency of the situation, stating, “If accepted by Hamas, this proposal calls for the release of all remaining hostages, immediately, but in no case more than 72 hours.” He was hopeful about the plan’s acceptance, pointing out that “everybody else has accepted it.” In doing so, he signaled what would happen if Hamas chooses to turn down such an offer.

The release of other hostages held by Hamas is included in the proposal, though the details are scant. It demands that when all hostages are released, members of Hamas who renounce violence and embrace peaceful coexistence be granted amnesty. Moreover, those members who opt to depart Gaza will be provided safe passage to welcoming nations.

Upon acceptance of the agreement, immediate aid will flow into Gaza without interference from either party, facilitated through the United Nations and its agencies, as well as the Red Crescent. The proposal, Improving Humanitarian Coordination and Accountability, is intended to help ensure that humanitarian assistance is delivered to people in need as efficiently as possible.

Israeli Prime Minister Benjamin Netanyahu voiced his support for the plan, stating, “I support your plan to end the war in Gaza, which achieves our war aims.” He said at the time that he hoped the new effort would help lead to long-term peace and stability in the area.

Gaza’s future leadership will be based on a political agenda that embraces democracy and accountability, rejecting the old, undemocratic ways. As the new Palestinian higher committee, it will be responsible for providing all essential services in an efficient manner. The proposal focuses on five strategic areas to address urgent humanitarian needs. Its goal is about providing a platform for long-term sustainable development in Gaza.

The Board of Peace’s juncture is complex but opportune, as their leadership will intentionally guide discussion between myriad actors. They will hold them accountable to make sure every action is consistent with the big picture goal of the peace in the Middle East.
