North Korea Investigates Warship Launch Accident, Detaining Three Officials

North Korean leader Kim Jong-un has condemned the recent launch accident involving the naval destroyer Choe Hyon, labeling it “a criminal act caused by absolute carelessness.” The accident occurred while the newly launched vessel was being displayed during a launch ceremony in Chongjin, an eastern port city. Consequently, authorities have arrested three officials they consider to be responsible for the accident.

The Choe Hyon, a 5,000-tonne naval destroyer, is equipped with high-precision weaponry. It experienced catastrophic damage as portions of its underbelly became crumpled as it shot off into the launch. Though the ship was primarily white, satellite imagery depicted the vessel draped in blue tarpaulins. It’s sitting on its side, with the stern extending out into the harbor and the bow still resting on the slipway.

At a time when a key ruling party meeting is expected to take place in June, Kim Jong-un has ordered the rapid restoration of the Choe Hyon. At the heart of the leader’s message was the need to get the warship back into active service, and fast. Pyongyang hopes for it to “enter into operation early next year.”

Following the deadly accident, North Korea’s state media outlet KCNA reported that police in the country responded. They called in shipyard manager Hong Kil Ho to testify under oath. The three detained individuals—Kang Jong Chol, Han Kyong Hak, and Kim Yong Hak—are believed to hold accountability for the accident.

Analysts believe that the Choe Hyon was built with significant support from Russia. According to South Korea’s military, the destroyer is believed to have been created with Russian help. In exchange, North Korea may be sending troops to support Moscow in its war against Ukraine.

This new incident raises further worries over the welfare and monitoring of US military projects in North Korea. More broadly, it underscores the risks posed by international cooperation in developing and deploying defense capabilities. Tensions in the region remain dangerously high. The North Korean regime is under tremendous pressure due to its advanced military advancements as well as its strategic partnership with China.
