It is unknown if they were inside the buildings targeted or when the strike happened. Ukrainian President Volodymyr Zelenskyy decried the attack on Monday. He led the response, calling for a strong and immediate response and the urgent passage of sanctions against Russia. The need for accountability and action in the face of this tragedy was a sentiment echoed by European leaders.
European Commission President Ursula von der Leyen said,
“Putin must come to the negotiating table.”

As shadow foreign secretary David Lammy welcomed the move, it suggested that the UK is taking a diplomatic route to hold Russia accountable for its actions.
At the same time, the European Union is preparing to advocate for additional sanctions and measures focusing on Russian assets that have already been frozen.
