Former President Donald Trump has created a tremendous political controversy – even beyond the storm he usually stirs – with his plan to $1.8 billion acceptance of a private Qatar. This plan has created great fear and panic among politicians of every stripe. Critics are decrying it as a possible violation of the Constitution’s emoluments clause. A week of controversy followed Trump’s tour of the Gulf. This trip, which included visits to Saudi Arabia and the UAE, ended with his speech at the Saudi US Investment Forum 2025.
During his speech at the forum, Trump was exceedingly complimentary of the area’s leaders. He stressed the deep economic partnership shared by the United States and countries of the Middle East. Shifting to good news, he touted the $24 billion new Air Force One fleet. This fleet is included in a $3.9 billion contract that the Boeing Company was awarded in 2018. Senator Ted Cruz warned that the aircraft deal “poses significant espionage and surveillance problems,” while former UN Ambassador Nikki Haley described the acceptance of foreign gifts as “never a good practice” that “threatens intelligence and national security.”
The response to Trump’s proposal has been immediate and brutal. Lawmakers and political analysts have slammed the controversial aircraft-for-missiles deal. Instead they call it a “flying grift,” claiming that it violates the ethical norms we should demand of public officials. Concerns abound on likely conflicts of interest.
