Ukrainian City of Sumy Faces Drone Attacks Amid Ongoing Conflict and Diplomatic Efforts

On Monday night, Russian drones carried out the most devastating attack yet to date on the northern Ukrainian city of Sumy. This attack was the third major attack in less than 24 hours. The attack was so effective it left most residents without electricity, according to Oleh Hryhorov, a member of the regional administration. These attacks highlight the surge of the region’s ongoing volatility. All the while, Ukraine continues to fight uphill on almost every front.

According to regional authorities, “There is no electricity in Sumy. Some critical infrastructure is operating on reserve power sources.” This statement highlights the urgent need for reliable energy as winter approaches, further complicating the situation for residents already grappling with the consequences of war.

With rapid escalation of the conflict, Ukraine is being squeezed in a terrible financial situation. The nation is in an approximately $800 million annual hole. This gap is for arms it had intended to purchase from the U.S. over the remainder of this year. With President Volodymyr Zelenskyy of Ukraine declaring that Ukraine will need about $15 billion displaced by the next Purl program, this new effort will specifically emphasize buying U.S. arms, with payments covered by European domestic funds.

Zelenskyy’s trip late last month to meet with European leaders in London to ensure continued and vital financial support and arms. Among them were British Labour leader Keir Starmer, French President Emmanuel Macron, and German politician Friedrich Merz. This meeting focused on building camaraderie and push for more support to help Ukraine defend itself.

On December 18 and 19, European Union leaders will convene to discuss a proposal that could provide £78 billion in “reparations loans” to Kyiv. This financial assistance would be funded from frozen Russian assets. These are important measures as Ukraine continues to thread the needle between local international diplomacy and a hotly contested, brutal war for its sovereignty.

Immediately following his trip to London, Zelenskyy traveled to Brussels. Evident in his trip last month, there, he met with NATO leaders and European Commission officials to reinforce building support for Ukraine’s immediate security needs. His diplomatic itinerary includes a meeting with Italian Prime Minister Giorgia Meloni next month in Italy. Since the outset of the war, Meloni has proven to be one of Ukraine’s staunchest defenders. She receives an unusual boost from Trump’s rosy view of her.

So in all his discussions, Zelenskyy sought to impress that Ukraine’s sovereignty can’t be violated. He firmly stated, “We have no legal right to do so, under Ukrainian law, our constitution and international law. We don’t have any moral right either.” These laudatory comments are in stark contrast to his commitment to keeping territorial integrity, despite continuing negotiations and surrounding pressure.

Zelenskyy addressed Russia’s demands regarding territorial concessions: “Russia is insisting that we give up territories, but we don’t want to cede anything. We are fighting for that, as you well know.” His remarks reflect a deep commitment to fight back against Russian gains. They show a complicated and fractured picture of years—sometimes decades—worth of territorial negotiations that remain in limbo.

European leaders are increasingly sounding Zelenskyy’s alarm about Ukraine serving as the EU’s defensive bulwark. Ursula von der Leyen and Portuguese Prime Minister Antonio Costa jointly affirmed, “Ukraine’s sovereignty must be respected. Ukraine’s security must be guaranteed, in the long term, as a first line of defence for our Union.” This view helps to underpin culpability of European countries, individually and collectively, to aid Ukraine at a time of increased hostility and direct attack from Russia.

Meanwhile, Dmitry Peskov, a spokesperson for the Kremlin, indicated uncertainty regarding ongoing discussions between Ukrainian representatives and American officials in Florida: “For the moment, we don’t know the outcome of talks between the Ukrainians and the Americans in Florida.” This complicates an already complicated diplomatic picture that has developed around the conflict even further.
